He thinks this because an app is an application to a problem and not something else. Most of the programs and apps are made for the specific purpose of solving a problem for the end user. So that is why it is an application to a problem. But if it was something like a video game it still should be a program because this technically doesn't solve a problem directly. So the term is overall defined by if it is solving a problem directly or not.
